Will there be value for Kyoto units in a post-Kyoto regime?

To what extent can Kyoto units issued pre- and post-2012 be used, and thus have a market value, under a range of post-Kyoto regimes/scenarios? Although the market value of these Kyoto units can be more easily recognized in certain scenarios than in others, this article shows that most post-Kyoto regime scenarios are compatible with such recognition. This depends not only on the particular design elements of the post-Kyoto regime implemented, but also on political decisions taken by national governments. There are incentives and disincentives for national governments to recognize such value in the absence of an international climate policy regime.

Dans quelle mesure les unités kyotoïtes issues avant et après 2012 peuvent-elles être utilisées, et, de ce fait, avoir une valeur de marché, en fonction d’une série de régimes/scénarios de l’après-Kyoto? Bien que la valeur de marché de ces unités kyotoïtes puisse être mieux reconnue dans certains scenarios que dans d’autres, cet article montre que la plupart des scénarios de régimes de l’après-Kyoto sont compatibles avec une telle assertion. Ceci dépend non seulement des éléments de conception du régime de l’après-Kyoto mis en place, mais aussi sur les décisions politiques prises par les differents gouvernements. A défaut d’un régime international en politique climatique, il y a à la fois avantage et inconvénient pour les gouvernements à identifier cette valeur.
